Narrative:
After landing in mia, we were instructed to remain on tower frequency and taxi to parking. Approaching some ramp congestion (numerous aircraft pushed back and ready to taxi), the controller instructed us to hold position. The controller was working both ground and tower. He became confused which aircraft was where and instructed a B767 to taxi which eventually brought us nose to nose. The first officer queried the controller about why he instructed an airplane to taxi on taxiway we were blocking and occupying. Startled, the controller advised the B767 to take next left and taxi on another parallel. The B767 missed 1 left and was coming at us for the left that we were partially blocking. Fearing a collision. I put all of my lights on and the first officer yelled into the radio 'stop, stop... You are going to hit us!' at which time an air carrier Z jet was on takeoff roll and asked if that was for him. The B767 wingtip missed the cockpit by less than 10 ft. My lights made the B767 turn sharply to avoid. This could have been avoided if there are separate controllers on ground and tower. If we were switched over to ground, the B767 could have heard us yelling to stop. He never did because he was on ground. Callback conversation with reporter revealed the following information: reporter stated te controller was definitely overloaded with traffic. He said a large number of int'l flts were calling for pushback from the gates and arriving traffic was backing up waiting to get into occupied gates. He said WX in the area earlier probably caused much of the traffic to be off schedule. He said he did not pursue the incident with ATC.

Title: TWR CTLR AT MIA WORKING COMBINED LCL AND GND POSITIONS BECAME CONFUSED AND NEARLY CAUSED A COLLISION BTWN A B727 AND A B767.
Narrative: AFTER LNDG IN MIA, WE WERE INSTRUCTED TO REMAIN ON TWR FREQ AND TAXI TO PARKING. APCHING SOME RAMP CONGESTION (NUMEROUS ACFT PUSHED BACK AND READY TO TAXI), THE CTLR INSTRUCTED US TO HOLD POSITION. THE CTLR WAS WORKING BOTH GND AND TWR. HE BECAME CONFUSED WHICH ACFT WAS WHERE AND INSTRUCTED A B767 TO TAXI WHICH EVENTUALLY BROUGHT US NOSE TO NOSE. THE FO QUERIED THE CTLR ABOUT WHY HE INSTRUCTED AN AIRPLANE TO TAXI ON TXWY WE WERE BLOCKING AND OCCUPYING. STARTLED, THE CTLR ADVISED THE B767 TO TAKE NEXT LEFT AND TAXI ON ANOTHER PARALLEL. THE B767 MISSED 1 LEFT AND WAS COMING AT US FOR THE LEFT THAT WE WERE PARTIALLY BLOCKING. FEARING A COLLISION. I PUT ALL OF MY LIGHTS ON AND THE FO YELLED INTO THE RADIO 'STOP, STOP... HE SAID A LARGE NUMBER OF INT'L FLTS WERE CALLING FOR PUSHBACK FROM THE GATES AND ARRIVING TFC WAS BACKING UP WAITING TO GET INTO OCCUPIED GATES. HE SAID WX IN THE AREA EARLIER PROBABLY CAUSED MUCH OF THE TFC TO BE OFF SCHEDULE. HE SAID HE DID NOT PURSUE THE INCIDENT WITH ATC.
