Narrative:

I was on an IFR flight plan from osh to mgy. I was cleared for the localizer runway 20 approach to mgy. Upon localizer interception and upon ATC release to unicom I announced I was on the localizer approximately 7.5 mi out. At the FAF I was still IMC (mgy ASOS reported WX 190 degrees/9 KTS, visibility 10 mi, 1800 ft broken, 6500 ft overcast) announced talac (approximately 4 NM from touchdown zone) inbound at 2400 ft MSL. At approximately 2 mi from touchdown zone, I broke out at approximately 1600-1800 ft MSL. The AT6 announced downwind and was visually idented at midfield on downwind. Thereafter, I announced short 1 mi final. AT6 announced turning base to final and was visually idented turning downwind to base in a steep bank. I repeated my location on short final to which the AT6 responded that it would look for me. Given the AT6's banked orientation to me and the consequent unlikelihood that it would be able to visually acquire me as well as the intersecting flight paths, I suggested AT6 to go around. The AT6 did so by continuing its turn to final descending to the right of runway 20 and climbing out for another circuit. The AT6 pilot then radioed that she did not know where in the aim straight-in approachs were permitted when a field was VFR. From the FAF to the localizer runway 20 mgy was not, in my opinion VFR, and my straight-in approach was prudent to avoid re-entry into IMC while climbing to pattern altitude to fly an upwind, crosswind, downwind base final traffic pattern.

Title: A PA32 PLT LANDS FROM A STRAIGHT IN LOC APCH TO AN UNCTLED FIELD THAT RESULTED IN ANOTHER ACFT IN THE PATTERN, HAVING TO GO AROUND.

Narrative: I WAS ON AN IFR FLT PLAN FROM OSH TO MGY. I WAS CLRED FOR THE LOC RWY 20 APCH TO MGY. UPON LOC INTERCEPTION AND UPON ATC RELEASE TO UNICOM I ANNOUNCED I WAS ON THE LOC APPROX 7.5 MI OUT. AT THE FAF I WAS STILL IMC (MGY ASOS RPTED WX 190 DEGS/9 KTS, VISIBILITY 10 MI, 1800 FT BROKEN, 6500 FT OVCST) ANNOUNCED TALAC (APPROX 4 NM FROM TOUCHDOWN ZONE) INBOUND AT 2400 FT MSL. AT APPROX 2 MI FROM TOUCHDOWN ZONE, I BROKE OUT AT APPROX 1600-1800 FT MSL. THE AT6 ANNOUNCED DOWNWIND AND WAS VISUALLY IDENTED AT MIDFIELD ON DOWNWIND. THEREAFTER, I ANNOUNCED SHORT 1 MI FINAL. GIVEN THE AT6'S BANKED ORIENTATION TO ME AND THE CONSEQUENT UNLIKELIHOOD THAT IT WOULD BE ABLE TO VISUALLY ACQUIRE ME AS WELL AS THE INTERSECTING FLT PATHS, I SUGGESTED AT6 TO GO AROUND. THE AT6 DID SO BY CONTINUING ITS TURN TO FINAL DSNDING TO THE R OF RWY 20 AND CLBING OUT FOR ANOTHER CIRCUIT. THE AT6 PLT THEN RADIOED THAT SHE DID NOT KNOW WHERE IN THE AIM STRAIGHT-IN APCHS WERE PERMITTED WHEN A FIELD WAS VFR. FROM THE FAF TO THE LOC RWY 20 MGY WAS NOT, IN MY OPINION VFR, AND MY STRAIGHT-IN APCH WAS PRUDENT TO AVOID RE-ENTRY INTO IMC WHILE CLBING TO PATTERN ALT TO FLY AN UPWIND, XWIND, DOWNWIND BASE FINAL TFC PATTERN.
