Narrative:
After pushback and at completion of engine start the airplane started to roll with parking brake set. An EICAS message appeared 'power xfer unit.' the nosewheel steering did not work and minimum pressure on the brakes. Shut down the engines and the airplane rolled and stopped within feet of another aircraft. The airplane had just returned from maintenance hangar. Maintenance towed us back to the gate. Callback conversation with reporter revealed the following information: the reporter stated the airplane was delivered to the gate out of maintenance in an unserviceable and unairworthy condition. The reporter said maintenance would not admit the airplane had an inoperable right hydraulic system caused by the right supply isolation valve being closed manually with the electrical connector removed while in maintenance. The reporter stated no warning tags or placards were on the valve control switches.

Title: A B757-200 WAS DELIVERED TO THE GATE FROM MAINT IN NON COMPLIANCE WITH THE R HYD SYS SUPPLY ISOLATION VALVE CLOSED. ACFT HAD LOSS OF BRAKING AND STEERING CTL AFTER PUSHBACK.
Narrative: AFTER PUSHBACK AND AT COMPLETION OF ENG START THE AIRPLANE STARTED TO ROLL WITH PARKING BRAKE SET. AN EICAS MESSAGE APPEARED 'PWR XFER UNIT.' THE NOSEWHEEL STEERING DID NOT WORK AND MINIMUM PRESSURE ON THE BRAKES. SHUT DOWN THE ENGS AND THE AIRPLANE ROLLED AND STOPPED WITHIN FEET OF ANOTHER ACFT. THE AIRPLANE HAD JUST RETURNED FROM MAINT HANGAR. MAINT TOWED US BACK TO THE GATE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE AIRPLANE WAS DELIVERED TO THE GATE OUT OF MAINT IN AN UNSERVICEABLE AND UNAIRWORTHY CONDITION. THE RPTR SAID MAINT WOULD NOT ADMIT THE AIRPLANE HAD AN INOPERABLE R HYD SYS CAUSED BY THE R SUPPLY ISOLATION VALVE BEING CLOSED MANUALLY WITH THE ELECTRICAL CONNECTOR REMOVED WHILE IN MAINT. THE RPTR STATED NO WARNING TAGS OR PLACARDS WERE ON THE VALVE CTL SWITCHES.
