Narrative:
Flying to stl, at 8000 ft, on the rivers two arrival, we were 30 NM out on the 326 degree radial off of csx VOR. We then received a 'TA' for an aircraft that was at our 2 O'clock position and 3 NM out. That was immediately followed by an 'RA' that told us to 'climb, climb.' as the first officer began the climb I announced to stl airport that we were climbing due to the 'RA.' stl approach simply told us to return to our altitude (8000 ft) once we cleared the conflict. We reached 8500 ft, then returned to 8000 ft. The other aircraft passed to our right, still at 7500 ft and about 1 NM away. No other aircraft were involved. ATC did not notify us of the other aircraft prior to us receiving the TCASII advisory.

Title: A BA3100 FLT CREW RECEIVED A TCASII RA DUE TO A PIPER WARRIOR TFC THAT THE APCH CTLR FAILED TO POINT OUT.
Narrative: FLYING TO STL, AT 8000 FT, ON THE RIVERS TWO ARR, WE WERE 30 NM OUT ON THE 326 DEG RADIAL OFF OF CSX VOR. WE THEN RECEIVED A 'TA' FOR AN ACFT THAT WAS AT OUR 2 O'CLOCK POS AND 3 NM OUT. THAT WAS IMMEDIATELY FOLLOWED BY AN 'RA' THAT TOLD US TO 'CLB, CLB.' AS THE FO BEGAN THE CLB I ANNOUNCED TO STL ARPT THAT WE WERE CLBING DUE TO THE 'RA.' STL APCH SIMPLY TOLD US TO RETURN TO OUR ALT (8000 FT) ONCE WE CLRED THE CONFLICT. WE REACHED 8500 FT, THEN RETURNED TO 8000 FT. THE OTHER ACFT PASSED TO OUR R, STILL AT 7500 FT AND ABOUT 1 NM AWAY. NO OTHER ACFT WERE INVOLVED. ATC DID NOT NOTIFY US OF THE OTHER ACFT PRIOR TO US RECEIVING THE TCASII ADVISORY.
