Narrative:
Flying into osh (with an stmp, special traffic management program, reservation) I was given vectors to the inbound course on the runway 27 VOR approach. I was cleared for the approach, told to switch to tower. There were numerous other aircraft in the line-up and the field conditions were near minimums. Tower told me to report 5 NM DME, which I did. I was nearing MDA and asked tower if other aircraft had made it in. Tower was busy working the aircraft behind me, but told me that the aircraft in front of me did make it, and asked me to report 3 NM. At 3 NM, I reported my position, but was still looking for the runway with no success. Around 2 NM I could see the shoreline of the lake just east of the airport and shortly thereafter, I saw the runway. I landed and exited at the first taxiway when tower called for my DME from the airport. I told tower I was down and they told me to contact ground and follow the flagmen's directions. At this point, I was uncertain if I had been cleared to land. Since it was a special event, with unique rules and rule waivers, I wasn't sure that I needed such a clearance, but I should have asked before I landed. My concerns with the high volume of traffic behind me, my train of thought focusing on missed approach, and my lack of confidence in how IFR procedures were being relaxed, led me to get distraction and forget to make sure that I was cleared to land. I need to keep my mind focused on the basics.

Title: PA28 PLT LANDS WITHOUT CLRNC AT OSH DURING A SCHEDULED FLY-IN EVENT.
Narrative: FLYING INTO OSH (WITH AN STMP, SPECIAL TFC MGMNT PROGRAM, RESERVATION) I WAS GIVEN VECTORS TO THE INBOUND COURSE ON THE RWY 27 VOR APCH. I WAS CLRED FOR THE APCH, TOLD TO SWITCH TO TWR. THERE WERE NUMEROUS OTHER ACFT IN THE LINE-UP AND THE FIELD CONDITIONS WERE NEAR MINIMUMS. TWR TOLD ME TO RPT 5 NM DME, WHICH I DID. I WAS NEARING MDA AND ASKED TWR IF OTHER ACFT HAD MADE IT IN. SINCE IT WAS A SPECIAL EVENT, WITH UNIQUE RULES AND RULE WAIVERS, I WASN'T SURE THAT I NEEDED SUCH A CLRNC, BUT I SHOULD HAVE ASKED BEFORE I LANDED.
