Narrative:
We were climbing through 13000 ft from oak to sea. Abeam sac, we received a TCASII TA for traffic about 1000 ft above us. We slowed our climb rate, but still got a 'descend now' TCASII RA. We followed the ivsi commands descending until 'clear of conflict.' we contacted norcal (nct) departure and advised them of our altitude deviation. They told us to contact ZOA. ZOA told us that they were aware of our traffic conflict and were trying to call us, but departure had not xferred us to ZOA yet. Center also said that they had experienced problems with norcal departure all morning due to training in progress. Departure seemed very busy when we were on their frequency. We continued to sea.

Title: A LATE OR DELAYED HDOF SPONSORS A POTENTIAL CONFLICT BTWN A CLBING MD80 AND AN IFR TYPE UNKNOWN, XING TFC, NEAR SAC, CA.
Narrative: WE WERE CLBING THROUGH 13000 FT FROM OAK TO SEA. ABEAM SAC, WE RECEIVED A TCASII TA FOR TFC ABOUT 1000 FT ABOVE US. WE SLOWED OUR CLB RATE, BUT STILL GOT A 'DSND NOW' TCASII RA. WE FOLLOWED THE IVSI COMMANDS DSNDING UNTIL 'CLR OF CONFLICT.' WE CONTACTED NORCAL (NCT) DEP AND ADVISED THEM OF OUR ALTDEV. THEY TOLD US TO CONTACT ZOA. ZOA TOLD US THAT THEY WERE AWARE OF OUR TFC CONFLICT AND WERE TRYING TO CALL US, BUT DEP HAD NOT XFERRED US TO ZOA YET. CTR ALSO SAID THAT THEY HAD EXPERIENCED PROBS WITH NORCAL DEP ALL MORNING DUE TO TRAINING IN PROGRESS. DEP SEEMED VERY BUSY WHEN WE WERE ON THEIR FREQ. WE CONTINUED TO SEA.
