Narrative:
Aircraft Y taxiing across runway 27, routine maintenance reposition to gate, while aircraft X heavy departed runway 27. Additional aircraft Z landing on crossing runway 18R. Aircraft X departed without clearance for take off. Aircraft Y expedited across runway in time and aircraft Z landing runway 18R was instructed to go around. Contributing factors would include: too many repositions of aircraft across an active runway during a push. Pilot of aircraft X not able to read, speak and understand the english language effectively.
