Narrative:
On initial contact with ny TRACON, ATC advised to expect ILS runway 6 approach for teb. We advised them that our clearance was not for teb, but for N51, our intended, filed and cleared destination. ATC advised they were unable to permit us to land at N51. We attempted to cancel IFR and proceed to N51 VFR. ATC advised we could cancel, but they were unable to allow us to land anywhere other than teb for reasons of 'homeland security.' the ATC controller consulted someone, then permitted us to land N51 with instructions to call ny TRACON on the land line, immediately after arrival. We attempted to contact ny TRACON as instructed 4 times, once on the ground, but the number was busy.

Title: A LEARJET 31A FLT CREW IS INITIALLY DENIED PERMISSION TO PROCEED TO THEIR DEST ARPT AT N51 AFTER ATC ASSIGNED THEM AN APCH TO TEB, NJ.
Narrative: ON INITIAL CONTACT WITH NY TRACON, ATC ADVISED TO EXPECT ILS RWY 6 APCH FOR TEB. WE ADVISED THEM THAT OUR CLRNC WAS NOT FOR TEB, BUT FOR N51, OUR INTENDED, FILED AND CLRED DEST. ATC ADVISED THEY WERE UNABLE TO PERMIT US TO LAND AT N51. WE ATTEMPTED TO CANCEL IFR AND PROCEED TO N51 VFR. ATC ADVISED WE COULD CANCEL, BUT THEY WERE UNABLE TO ALLOW US TO LAND ANYWHERE OTHER THAN TEB FOR REASONS OF 'HOMELAND SECURITY.' THE ATC CTLR CONSULTED SOMEONE, THEN PERMITTED US TO LAND N51 WITH INSTRUCTIONS TO CALL NY TRACON ON THE LAND LINE, IMMEDIATELY AFTER ARR. WE ATTEMPTED TO CONTACT NY TRACON AS INSTRUCTED 4 TIMES, ONCE ON THE GND, BUT THE NUMBER WAS BUSY.
