Narrative:
Ramper found small tear in cargo bin. When I looked at it, it looked to be sheet metal that is there to protect the aircraft from bag damage. Wrote it up, called maintenance, they said not a big deal and will call maintenance. When he got there said no problem, returned a little later with signoff. Talked to maintenance and repair was made with repair tape. In ZZZ1 we were informed that maintenance was on the way from ZZZ2 maintenance need to defer maintenance for permanent repair hole and issue a document allowing variation from structural repair manual (reference for deferral), but still not a big deal, but they were going to self disclose to the FAA. Their report says that the flight crew had no way to know about the error.

Title: AN EMBRAER 135 WAS DISPATCHED IN NON COMPLIANCE WITH A CARGO PIT SIDEWALL REPAIR NOT IN ACCORDANCE WITH THE STRUCTURAL REPAIR MANUAL.
Narrative: RAMPER FOUND SMALL TEAR IN CARGO BIN. WHEN I LOOKED AT IT, IT LOOKED TO BE SHEET METAL THAT IS THERE TO PROTECT THE ACFT FROM BAG DAMAGE. WROTE IT UP, CALLED MAINT, THEY SAID NOT A BIG DEAL AND WILL CALL MAINT. WHEN HE GOT THERE SAID NO PROB, RETURNED A LITTLE LATER WITH SIGNOFF. TALKED TO MAINT AND REPAIR WAS MADE WITH REPAIR TAPE. IN ZZZ1 WE WERE INFORMED THAT MAINT WAS ON THE WAY FROM ZZZ2 MAINT NEED TO DEFER MAINT FOR PERMANENT REPAIR HOLE AND ISSUE A DOCUMENT ALLOWING VARIATION FROM STRUCTURAL REPAIR MANUAL (REF FOR DEFERRAL), BUT STILL NOT A BIG DEAL, BUT THEY WERE GOING TO SELF DISCLOSE TO THE FAA. THEIR RPT SAYS THAT THE FLT CREW HAD NO WAY TO KNOW ABOUT THE ERROR.
