Narrative:
The problem arose because the airport has not updated the airport diagram. A new runway is under construction, 800 ft 6 mi north of runway 9L. This new runway will be named runway 8. The problem gets bigger because when aircraft are cleared to land on runway 9L, they look to the runway the farthest to the left. This causes aircraft to believe they are lining up with runway 9L when in fact they are lining up with runway 8. This happens several times a day and has been on-going since apr/03. To compound this more, early mornings, you have the sun in the pilot's face. Suggestive corrective action: rename the runways at mia. Suggest rename runway 9R/27L as runway 10/28. Rename runway 8/26 as runway 9L/27R and runway 9L/27R as runway 9R/27L. We have had some very close calls and FAA/airport management refuses to take any corrective measures. If nothing is done, an incident is about to happen.

Title: MIA ATCT CTLR EXPRESSED FRUSTRATION WITH NEW RWY IDENT.
Narrative: THE PROB AROSE BECAUSE THE ARPT HAS NOT UPDATED THE ARPT DIAGRAM. A NEW RWY IS UNDER CONSTRUCTION, 800 FT 6 MI N OF RWY 9L. THIS NEW RWY WILL BE NAMED RWY 8. THE PROB GETS BIGGER BECAUSE WHEN ACFT ARE CLRED TO LAND ON RWY 9L, THEY LOOK TO THE RWY THE FARTHEST TO THE L. THIS CAUSES ACFT TO BELIEVE THEY ARE LINING UP WITH RWY 9L WHEN IN FACT THEY ARE LINING UP WITH RWY 8. THIS HAPPENS SEVERAL TIMES A DAY AND HAS BEEN ON-GOING SINCE APR/03. TO COMPOUND THIS MORE, EARLY MORNINGS, YOU HAVE THE SUN IN THE PLT'S FACE. SUGGESTIVE CORRECTIVE ACTION: RENAME THE RWYS AT MIA. SUGGEST RENAME RWY 9R/27L AS RWY 10/28. RENAME RWY 8/26 AS RWY 9L/27R AND RWY 9L/27R AS RWY 9R/27L. WE HAVE HAD SOME VERY CLOSE CALLS AND FAA/ARPT MGMNT REFUSES TO TAKE ANY CORRECTIVE MEASURES. IF NOTHING IS DONE, AN INCIDENT IS ABOUT TO HAPPEN.
