Narrative:
Ground cleared us to cross runway 30L at taxiway H and told an air carrier Y to hold on parallel taxiway until we passed halfway across runway the first officer said air carrier Y was not stopping, had to apply heavy braking and stop short of taxiway to let air carrier Y get by. Ground did question the air carrier Y why he did not stop, but he did not have a good answer.
