Narrative:

I was flying right seat, hooded on instrument proficiency flight. Was on ILS at tiw, approximately 1.5 mi to touchdown zone when advised by tower to execute missed, turn to 250 degrees and climb, due to opposite landing traffic. On climbing through approximately pattern altitude, the C210 passed in an apparent downwind pattern, gear still up, at 90 degrees to us. My instructor gasped and I looked up to see the side of the C210 dead ahead at approximately 50 ft. Also, not in contact with tower as had told us to go to ATC approach when we executed the missed approach. Tower did not note pattern traffic, approach asked why we were not following his directions, had advised him of tower directions (last controller!) and approach had us continue our climb on 250 degrees to 2000 ft, but also made no comment about any traffic. Should note that ATC was extremely busy as the WX was severe clear and lots of aircraft were practicing IFR and VFR flts. That increased not only their workload, but also made tracking communications quite difficult.

Title: C182 STUDENT PLT AND INSTRUCTOR PLT HAD AN NMAC WITH A C210 IN TIW CLASS D.

Narrative: I WAS FLYING R SEAT, HOODED ON INST PROFICIENCY FLT. ON CLBING THROUGH APPROX PATTERN ALT, THE C210 PASSED IN AN APPARENT DOWNWIND PATTERN, GEAR STILL UP, AT 90 DEGS TO US. MY INSTRUCTOR GASPED AND I LOOKED UP TO SEE THE SIDE OF THE C210 DEAD AHEAD AT APPROX 50 FT. ALSO, NOT IN CONTACT WITH TWR AS HAD TOLD US TO GO TO ATC APCH WHEN WE EXECUTED THE MISSED APCH. TWR DID NOT NOTE PATTERN TFC, APCH ASKED WHY WE WERE NOT FOLLOWING HIS DIRECTIONS, HAD ADVISED HIM OF TWR DIRECTIONS (LAST CTLR!) AND APCH HAD US CONTINUE OUR CLB ON 250 DEGS TO 2000 FT, BUT ALSO MADE NO COMMENT ABOUT ANY TFC. SHOULD NOTE THAT ATC WAS EXTREMELY BUSY AS THE WX WAS SEVERE CLR AND LOTS OF ACFT WERE PRACTICING IFR AND VFR FLTS. THAT INCREASED NOT ONLY THEIR WORKLOAD, BUT ALSO MADE TRACKING COMS QUITE DIFFICULT.
