Narrative:
The operator of the seminole was executing maneuvers in the middle of the practice area without regard for 3 other slower aircraft (C172's). His aircraft is 30 KTS faster and belonged on the perimeter of the practice areas as is the normal practice. All 3 C172's had to scramble out of the practice area in order to avoid a collision. The seminole came within 500 ft of my aircraft. The seminole was executing quick and sudden steep turns without the benefit of clearing turns. There was a clear disregard of other aircraft and good judgement while in A-291D. Such maneuvers, as steep turns without clearing turns in a crowded practice area without the benefit of clearing turns and the safe placement of a faster aircraft on the perimeter of the practice area, are a clear demonstration of poor judgement.
Original NASA ASRS Text
Title: A PA44 PLT ALLEGEDLY OPERATED IN A PRACTICE AREA IN A CARELESS AND WRECKLESS MANNER.
Narrative: THE OPERATOR OF THE SEMINOLE WAS EXECUTING MANEUVERS IN THE MIDDLE OF THE PRACTICE AREA WITHOUT REGARD FOR 3 OTHER SLOWER ACFT (C172'S). HIS ACFT IS 30 KTS FASTER AND BELONGED ON THE PERIMETER OF THE PRACTICE AREAS AS IS THE NORMAL PRACTICE. ALL 3 C172'S HAD TO SCRAMBLE OUT OF THE PRACTICE AREA IN ORDER TO AVOID A COLLISION. THE SEMINOLE CAME WITHIN 500 FT OF MY ACFT. THE SEMINOLE WAS EXECUTING QUICK AND SUDDEN STEEP TURNS WITHOUT THE BENEFIT OF CLRING TURNS. THERE WAS A CLR DISREGARD OF OTHER ACFT AND GOOD JUDGEMENT WHILE IN A-291D. SUCH MANEUVERS, AS STEEP TURNS WITHOUT CLRING TURNS IN A CROWDED PRACTICE AREA WITHOUT THE BENEFIT OF CLRING TURNS AND THE SAFE PLACEMENT OF A FASTER ACFT ON THE PERIMETER OF THE PRACTICE AREA, ARE A CLR DEMONSTRATION OF POOR JUDGEMENT.
