Narrative:

A south american NOTAM for santiago chili says that the andes and bayos arrival names are changed. Andes 5 changed to andes 6 and bayos 4 changed to bayos 5. In our manual, we have these arrs on temporary pages, which are slightly different pages than in the NOTAM. When asking for an arrival clearance using the new names, the santiago controller said that the correct arrival names are as in the current charts, andes 5 and bayos 4. Either the NOTAM is wrong or the controller was mistaken. Also, a majority of pilots are disregarding this NOTAM because the NOTAM pages don't match what's in our manual. Because a change or name without a change in procedure doesn't make sense, and because the santiago controllers aren't using the new names, this situation has the potential to cause confusion and is therefore a safety hazard.

Title: RPTR IS CONCERNED THAT A NOTAM (NOT SUPPLIED) AND THE NUMBERED VERSIONS OF THE ANDES AND BAYOS STARS AT SCEL ARE IN CONFLICT.

Narrative: A SOUTH AMERICAN NOTAM FOR SANTIAGO CHILI SAYS THAT THE ANDES AND BAYOS ARR NAMES ARE CHANGED. ANDES 5 CHANGED TO ANDES 6 AND BAYOS 4 CHANGED TO BAYOS 5. IN OUR MANUAL, WE HAVE THESE ARRS ON TEMPORARY PAGES, WHICH ARE SLIGHTLY DIFFERENT PAGES THAN IN THE NOTAM. WHEN ASKING FOR AN ARR CLRNC USING THE NEW NAMES, THE SANTIAGO CTLR SAID THAT THE CORRECT ARR NAMES ARE AS IN THE CURRENT CHARTS, ANDES 5 AND BAYOS 4. EITHER THE NOTAM IS WRONG OR THE CTLR WAS MISTAKEN. ALSO, A MAJORITY OF PLTS ARE DISREGARDING THIS NOTAM BECAUSE THE NOTAM PAGES DON'T MATCH WHAT'S IN OUR MANUAL. BECAUSE A CHANGE OR NAME WITHOUT A CHANGE IN PROC DOESN'T MAKE SENSE, AND BECAUSE THE SANTIAGO CTLRS AREN'T USING THE NEW NAMES, THIS SIT HAS THE POTENTIAL TO CAUSE CONFUSION AND IS THEREFORE A SAFETY HAZARD.
