Narrative:
ZNY instructed me at cruise to turn 180 degrees, as they could not make a handoff to ZDC. After 2 mins, I canceled IFR and continued VFR direct to mol VOR. ZNY had me keep the same squawk and contact ZDC on 125.52 with same squawk of XXXX. I told 125.52 that I was at 10500 ft level, direct mol to go over the class B airspace of dulles outer edge. The controller responded to report altitude changes. He then called to tell me he was unable to get a handoff to potomac approach, to squawk 1200, and try potomac approach on 123.82. I was monitoring 121.5 the whole time on radio #2. I shortly heard a voice (unidented) on 121.5 asking the aircraft at 10300 ft, heading my direction, 8 mi from leesburg to exit the ADIZ to the west. I concluded it was me, called them, idented my tail number and asked them what to do (I was already turned west). They stated to go 3 mi to exit the ADIZ and contact the FAA. I called to 123.82 and finally got through, idented myself. They started providing flight following on code ZZZZ.

Title: PLT OF BE58, APPARENTLY UNAWARE OF SPECIAL OPERATIONAL PROCS FOR THE DC ADIZ, ENTERED IT WHEN HE ATTEMPTED TO CROSS ABOVE THE CEILING OF THE CLASS B AIRSPACE.
Narrative: ZNY INSTRUCTED ME AT CRUISE TO TURN 180 DEGS, AS THEY COULD NOT MAKE A HDOF TO ZDC. AFTER 2 MINS, I CANCELED IFR AND CONTINUED VFR DIRECT TO MOL VOR. ZNY HAD ME KEEP THE SAME SQUAWK AND CONTACT ZDC ON 125.52 WITH SAME SQUAWK OF XXXX. I TOLD 125.52 THAT I WAS AT 10500 FT LEVEL, DIRECT MOL TO GO OVER THE CLASS B AIRSPACE OF DULLES OUTER EDGE. THE CTLR RESPONDED TO RPT ALT CHANGES. HE THEN CALLED TO TELL ME HE WAS UNABLE TO GET A HDOF TO POTOMAC APCH, TO SQUAWK 1200, AND TRY POTOMAC APCH ON 123.82. I WAS MONITORING 121.5 THE WHOLE TIME ON RADIO #2. I SHORTLY HEARD A VOICE (UNIDENTED) ON 121.5 ASKING THE ACFT AT 10300 FT, HDG MY DIRECTION, 8 MI FROM LEESBURG TO EXIT THE ADIZ TO THE W. I CONCLUDED IT WAS ME, CALLED THEM, IDENTED MY TAIL NUMBER AND ASKED THEM WHAT TO DO (I WAS ALREADY TURNED W). THEY STATED TO GO 3 MI TO EXIT THE ADIZ AND CONTACT THE FAA. I CALLED TO 123.82 AND FINALLY GOT THROUGH, IDENTED MYSELF. THEY STARTED PROVIDING FLT FOLLOWING ON CODE ZZZZ.
