Narrative:

I was entering a midfield downwind at an uncontrolled field. Departing aircraft announced that they would be making a left turnout. I announced my position. Other aircraft then appeared under me by approximately 200 ft. The other aircraft was moving at a very high rate of speed. It did not radio that it was changing from a left turnout to a downwind departure. I think that the other aircraft was on an IFR flight plan and was making a turn towards the intersection used at this airport on IFR departures. I would assume that the other aircraft was not using CTAF, as I was calling my position for approximately 10 mi out, of my intention to enter on a midfield downwind.

Title: AN AA5 SINGLE PLT ENTERED SFZ, AN UNCTLED FIELD, IMPROPERLY CAUSING AN NMAC WITH A DEPARTING ACFT.

Narrative: I WAS ENTERING A MIDFIELD DOWNWIND AT AN UNCTLED FIELD. DEPARTING ACFT ANNOUNCED THAT THEY WOULD BE MAKING A L TURNOUT. I ANNOUNCED MY POS. OTHER ACFT THEN APPEARED UNDER ME BY APPROX 200 FT. THE OTHER ACFT WAS MOVING AT A VERY HIGH RATE OF SPD. IT DID NOT RADIO THAT IT WAS CHANGING FROM A L TURNOUT TO A DOWNWIND DEP. I THINK THAT THE OTHER ACFT WAS ON AN IFR FLT PLAN AND WAS MAKING A TURN TOWARDS THE INTXN USED AT THIS ARPT ON IFR DEPS. I WOULD ASSUME THAT THE OTHER ACFT WAS NOT USING CTAF, AS I WAS CALLING MY POS FOR APPROX 10 MI OUT, OF MY INTENTION TO ENTER ON A MIDFIELD DOWNWIND.
