Narrative:
San juan center lost all radars and all, but 2 frequencys that are directional to the northwest. ATC services were highly impacted. The safety of the flying public was highly endangered when management neglected to declare ZSU airspace as ATC-0. There is a contingency plan for this type of situation and it was never implemented. Some flow was established with ZMA and ZNY but not with all other facilities bordering with ZSU.

Title: 2 ATC CTLRS, ONE CTR, ONE APCH CTL, BEMOAN THE FACT THAT AFTER A SYS OUTAGE OF THE CTR RADAR AND MOST COM FREQS, THAT MGMNT FAILED TO IMPLEMENT A CONTINGENCY PLAN, ALSO FAILING TO STOP TFC FLOW INTO THE IMPACTED AREA SURROUNDING SJU, PR.
Narrative: SAN JUAN CTR LOST ALL RADARS AND ALL, BUT 2 FREQS THAT ARE DIRECTIONAL TO THE NW. ATC SVCS WERE HIGHLY IMPACTED. THE SAFETY OF THE FLYING PUBLIC WAS HIGHLY ENDANGERED WHEN MGMNT NEGLECTED TO DECLARE ZSU AIRSPACE AS ATC-0. THERE IS A CONTINGENCY PLAN FOR THIS TYPE OF SIT AND IT WAS NEVER IMPLEMENTED. SOME FLOW WAS ESTABLISHED WITH ZMA AND ZNY BUT NOT WITH ALL OTHER FACILITIES BORDERING WITH ZSU.
