Narrative:
VOR runway 13L approach to jfk. First officer started down from MDA (800 MSL). We received a low altitude alert from tower. We appeared to be high on the VASI. Altimeters were set correctly. First officer leveled off momentarily, and then resumed descent. Moderate rain may have partially obscured VASI, which showed high at time of descent.

Title: A DC10-10 CAPT RPTED THAT JFK TWR ISSUED A LOW ALT ALERT WHEN THE FO DSNDED TOO LOW ON THE VOR APCH TO RWY 13L.
Narrative: VOR RWY 13L APCH TO JFK. FO STARTED DOWN FROM MDA (800 MSL). WE RECEIVED A LOW ALT ALERT FROM TWR. WE APPEARED TO BE HIGH ON THE VASI. ALTIMETERS WERE SET CORRECTLY. FO LEVELED OFF MOMENTARILY, AND THEN RESUMED DSCNT. MODERATE RAIN MAY HAVE PARTIALLY OBSCURED VASI, WHICH SHOWED HIGH AT TIME OF DSCNT.
