Narrative:
Departing dfw runway 17R with an assigned leveloff altitude of 4000 ft because of a cessna operating south of the airport at 4500 ft. Passing about 3500 ft we got a TCASII RA commanding a 1500 FPM descent as departure advised the cessna was descending. I saw the cessna coming from right to left in our path with a nose down attitude. I began a descent and a slight right turn to avoid him. In a moment we were clear and continued to iad.

Title: ON TKOF FROM DFW FLT CREW OF MD80 EXPERIENCE TCASII RA. FOLLOW RA COMMANDS AND VISUAL CUES TO AVOID CESSNA PASSING THROUGH DEP PATH 500 FT ABOVE THEIR CLRED ALT.
