Narrative:
Due to poor communication and a lengthy chain of events this flight proceeded into an airspace during a tfr. The crew believed that all criteria had been met prior to entry. This flight should not have entered the airspace and was discovered through a query from ground control just prior to taxi out. This NOTAM was reviewed prior to the flight however, a more thorough examination and understanding of the NOTAM would have helped to avoid the problem. This problem is easily corrected by the 'flight crew' both discussing and understanding all NOTAMS that pertain to a flight.

Title: A SUPPLEMENTAL ACR CARGO FLT VIOLATES THE MANDATES ON NON ENTRY TO A TFR DURING ITS APCH INTO MKE, WI.
Narrative: DUE TO POOR COM AND A LENGTHY CHAIN OF EVENTS THIS FLT PROCEEDED INTO AN AIRSPACE DURING A TFR. THE CREW BELIEVED THAT ALL CRITERIA HAD BEEN MET PRIOR TO ENTRY. THIS FLT SHOULD NOT HAVE ENTERED THE AIRSPACE AND WAS DISCOVERED THROUGH A QUERY FROM GND CTL JUST PRIOR TO TAXI OUT. THIS NOTAM WAS REVIEWED PRIOR TO THE FLT HOWEVER, A MORE THOROUGH EXAMINATION AND UNDERSTANDING OF THE NOTAM WOULD HAVE HELPED TO AVOID THE PROB. THIS PROB IS EASILY CORRECTED BY THE 'FLT CREW' BOTH DISCUSSING AND UNDERSTANDING ALL NOTAMS THAT PERTAIN TO A FLT.
