Narrative:

We had low fog most of the day at our airport. At about 1600 ft the fog dissipated and we had mostly clear skies. I was able to get 3 flts in to 5000 ft MSL dropping skydivers. The flight in question accorded at about 1700 ft. I was in clear skies when I dropped a skydiver from 5000 ft. As he descended the fog started to reform over the airport. He may have had less than 3 mi visibility as he descended through 1000 ft. I was able to land in VFR conditions. The fog continued to thicken as the temperature dropped. The rapid reforming of this fog was not forecast and skies were forecasted to stay clear.
