Narrative:

We departed dsm at approximately XA00 local (captain was PNF). Leveling FL310, we were about 300 ft below, we were in IMC. It was snowing and we were in moderate turbulence. Suddenly we were in a climb between 3000-5000 FPM. The wind had changed from around 60 KTS to over 100 KTS. The temperature (sat) was -27 degrees C. We immediately decreased the power and the angle of attack. By now we were 1000 ft above our altitude (FL310). At this point we decreased more the angle of attack to stop the climb and descend to FL310. There was traffic approximately 900 ft above. By this time the climb had stopped and we were returning to the altitude where the ATC called.

Title: LR60 IN ZAU'S AIRSPACE CLBS ABOVE ASSIGNED FL310 BECAUSE OF WIND CONDITIONS.

Narrative: WE DEPARTED DSM AT APPROX XA00 LCL (CAPT WAS PNF). LEVELING FL310, WE WERE ABOUT 300 FT BELOW, WE WERE IN IMC. IT WAS SNOWING AND WE WERE IN MODERATE TURB. SUDDENLY WE WERE IN A CLB BTWN 3000-5000 FPM. THE WIND HAD CHANGED FROM AROUND 60 KTS TO OVER 100 KTS. THE TEMP (SAT) WAS -27 DEGS C. WE IMMEDIATELY DECREASED THE PWR AND THE ANGLE OF ATTACK. BY NOW WE WERE 1000 FT ABOVE OUR ALT (FL310). AT THIS POINT WE DECREASED MORE THE ANGLE OF ATTACK TO STOP THE CLB AND DSND TO FL310. THERE WAS TFC APPROX 900 FT ABOVE. BY THIS TIME THE CLB HAD STOPPED AND WE WERE RETURNING TO THE ALT WHERE THE ATC CALLED.
