Narrative:
While on vectors for a visual approach to runway 26 at phx, ATC issued a heading of 350 degrees and altitude of 5000 ft MSL. The controller later cleared us to descend to 3000 ft MSL, but no clearance for a visual approach was received. After crossing the runway 26 localizer, we told him we were still on an assigned heading. He called out traffic and quickly cleared us for a visual approach. Nothing else was said, and neither the first officer nor I had heard any earlier clearance for the visual approach. Supplemental information from acn 597085: the phx approach controller handed us off to phx tower. I asked if we were cleared for the visual approach yet, because approach had not yet issued a clearance. He said we were 'now cleared for the visual, and contact tower.' as we were turning inbound we got a TCASII TA on downwind traffic. We continued our turn toward the runway to avoid the traffic and complete the approach.

Title: B757 FLT CREW NEED TO ADVISE P50 CTLR THAT APCH CLRNC HAD NOT BEEN ISSUED, RECEIVING A TURN TO THE ARPT WITH A VISUAL APCH CLRNC WHILE RECEIVING A TCASII ALERT.
Narrative: WHILE ON VECTORS FOR A VISUAL APCH TO RWY 26 AT PHX, ATC ISSUED A HDG OF 350 DEGS AND ALT OF 5000 FT MSL. THE CTLR LATER CLRED US TO DSND TO 3000 FT MSL, BUT NO CLRNC FOR A VISUAL APCH WAS RECEIVED. AFTER XING THE RWY 26 LOC, WE TOLD HIM WE WERE STILL ON AN ASSIGNED HDG. HE CALLED OUT TFC AND QUICKLY CLRED US FOR A VISUAL APCH. NOTHING ELSE WAS SAID, AND NEITHER THE FO NOR I HAD HEARD ANY EARLIER CLRNC FOR THE VISUAL APCH. SUPPLEMENTAL INFO FROM ACN 597085: THE PHX APCH CTLR HANDED US OFF TO PHX TWR. I ASKED IF WE WERE CLRED FOR THE VISUAL APCH YET, BECAUSE APCH HAD NOT YET ISSUED A CLRNC. HE SAID WE WERE 'NOW CLRED FOR THE VISUAL, AND CONTACT TWR.' AS WE WERE TURNING INBOUND WE GOT A TCASII TA ON DOWNWIND TFC.
