Narrative:
Engineering order X check and replacement of engine master switch was assigned to our ZZZ work release for oct/thu/03 and oct/fri/03. After lifting engine cut-off switch panel to check the manufacturer's part number and date code, the plane was replaced in the center console. No wires were disconnected. The engineering order paperwork contained a 'checked by' box for step #9 of part a. I stamped this box to complete part a. I am not designated quality control qualified. The next day, my manager handed me the engineering order paperwork and informed me we would need to use a designated quality control mechanic to stamp the 'checked by' boxes. Designated quality control with inspection requirements should not be assigned to stations without inspection personnel. Also, engineering order should not be issued to station 2 days prior management providing information on completing this task at non inspection stations. These instructions were received oct/fri/03 at XA00, after 2 aircraft had been completed. The manager was unaware that we had already been assigned this task the previous 2 nights.

Title: TWO AIRBUS 320 ACFT WERE DISPATCHED IN NON COMPLIANCE WITH AN ENGINEERING ORDER WORKED ON THE ENG CUTOFF SWITCH PANEL BUT NOT INSPECTED.
Narrative: ENGINEERING ORDER X CHK AND REPLACEMENT OF ENG MASTER SWITCH WAS ASSIGNED TO OUR ZZZ WORK RELEASE FOR OCT/THU/03 AND OCT/FRI/03. AFTER LIFTING ENGINE CUT-OFF SWITCH PANEL TO CHK THE MANUFACTURER'S PART NUMBER AND DATE CODE, THE PLANE WAS REPLACED IN THE CTR CONSOLE. NO WIRES WERE DISCONNECTED. THE ENGINEERING ORDER PAPERWORK CONTAINED A 'CHKED BY' BOX FOR STEP #9 OF PART A. I STAMPED THIS BOX TO COMPLETE PART A. I AM NOT DESIGNATED QUALITY CTL QUALIFIED. THE NEXT DAY, MY MGR HANDED ME THE ENGINEERING ORDER PAPERWORK AND INFORMED ME WE WOULD NEED TO USE A DESIGNATED QUALITY CTL MECH TO STAMP THE 'CHKED BY' BOXES. DESIGNATED QUALITY CTL WITH INSPECTION REQUIREMENTS SHOULD NOT BE ASSIGNED TO STATIONS WITHOUT INSPECTION PERSONNEL. THESE INSTRUCTIONS WERE RECEIVED OCT/FRI/03 AT XA00, AFTER 2 ACFT HAD BEEN COMPLETED. THE MGR WAS UNAWARE THAT WE HAD ALREADY BEEN ASSIGNED THIS TASK THE PREVIOUS 2 NIGHTS.
