Narrative:

Student had damaged the tail of a C172 during landing. Tiedown ring was sheared off. Skin was scrapped. Was there any other structural damage? Mechanic at mlu was unsure. Our mechanic at home base, GGG and mechanic at mlu conferred by phone several times. They finally agreed that a ferry permit to bring the airplane to GGG was not required. Upon arriving at GGG I was informed that btr FSDO thought that a ferry permit was required. Possibly, I flew an unairworthy aircraft from mlu to GGG.

Title: A C172 HAD A DAMAGED SKIN SECTION AND A MISSING TIEDOWN RING FROM A TAIL STRIKE. THE ACFT WAS FERRIED WITHOUT A FERRY PERMIT TO GGG FROM MLU, LA.

Narrative: STUDENT HAD DAMAGED THE TAIL OF A C172 DURING LNDG. TIEDOWN RING WAS SHEARED OFF. SKIN WAS SCRAPPED. WAS THERE ANY OTHER STRUCTURAL DAMAGE? MECH AT MLU WAS UNSURE. OUR MECH AT HOME BASE, GGG AND MECH AT MLU CONFERRED BY PHONE SEVERAL TIMES. THEY FINALLY AGREED THAT A FERRY PERMIT TO BRING THE AIRPLANE TO GGG WAS NOT REQUIRED. UPON ARRIVING AT GGG I WAS INFORMED THAT BTR FSDO THOUGHT THAT A FERRY PERMIT WAS REQUIRED. POSSIBLY, I FLEW AN UNAIRWORTHY ACFT FROM MLU TO GGG.
