Narrative:

Originally, ZDC issued our flight (air carrier X) clearance to cross ridgy at FL270. We were subsequently cleared to descend via the korry 2 arrival to lga. In the database this showed the next crossing restr as skipy between FL190 and FL220. We descended using the database, which was in compliance with the SID. Upon crossing eno VOR, descending through FL230, the controller asked us if we were aware of the NOTAM to cross eno at FL240 or above. As the PNF working the radios, I stated that we were not, that it was our mistake, and asked if there was a problem. I basically received no answer. Before leaving the frequency, I asked for the ZDC phone contact, which the captain called upon landing. I feel that while we have to bear the responsibility for this error, this was possibly the worse setup by ATC that I have seen in my 34 yrs of flying. This crossing restr is buried in the NOTAMS on our paperwork (the following day a special notice was issued on our release), it is not in the chart NOTAMS, and it did not appear as a restr either in the STAR or database. (Both issued months after this NOTAM). All it would take is a simple 'descend via the korry 2 arrival cross eno at FL240 or above.' 2 days later, while on the frequency, clrncs were still being issued with 'the trap.'

Title: AN A319 FLT CREW IS INFORMED BY ZDC ARTCC THAT THEY BLEW THROUGH A NOTAMED XING RESTR AT ENO.

Narrative: ORIGINALLY, ZDC ISSUED OUR FLT (ACR X) CLRNC TO CROSS RIDGY AT FL270. WE WERE SUBSEQUENTLY CLRED TO DSND VIA THE KORRY 2 ARR TO LGA. IN THE DATABASE THIS SHOWED THE NEXT XING RESTR AS SKIPY BTWN FL190 AND FL220. WE DSNDED USING THE DATABASE, WHICH WAS IN COMPLIANCE WITH THE SID. UPON XING ENO VOR, DSNDING THROUGH FL230, THE CTLR ASKED US IF WE WERE AWARE OF THE NOTAM TO CROSS ENO AT FL240 OR ABOVE. AS THE PNF WORKING THE RADIOS, I STATED THAT WE WERE NOT, THAT IT WAS OUR MISTAKE, AND ASKED IF THERE WAS A PROB. I BASICALLY RECEIVED NO ANSWER. BEFORE LEAVING THE FREQ, I ASKED FOR THE ZDC PHONE CONTACT, WHICH THE CAPT CALLED UPON LNDG. I FEEL THAT WHILE WE HAVE TO BEAR THE RESPONSIBILITY FOR THIS ERROR, THIS WAS POSSIBLY THE WORSE SETUP BY ATC THAT I HAVE SEEN IN MY 34 YRS OF FLYING. THIS XING RESTR IS BURIED IN THE NOTAMS ON OUR PAPERWORK (THE FOLLOWING DAY A SPECIAL NOTICE WAS ISSUED ON OUR RELEASE), IT IS NOT IN THE CHART NOTAMS, AND IT DID NOT APPEAR AS A RESTR EITHER IN THE STAR OR DATABASE. (BOTH ISSUED MONTHS AFTER THIS NOTAM). ALL IT WOULD TAKE IS A SIMPLE 'DSND VIA THE KORRY 2 ARR CROSS ENO AT FL240 OR ABOVE.' 2 DAYS LATER, WHILE ON THE FREQ, CLRNCS WERE STILL BEING ISSUED WITH 'THE TRAP.'
