Narrative:
Reference NOTAM 10/006 -- uin runway 4 ILS llz OTS. On postflt, I called FSS and asked if the uin back course runway 22 was operational since the above NOTAM indicated front course runway 4 localizer was OTS. FSS did not know. I called via land line ZKC for clarification if back course runway 22 was OTS and they could not tell me using the information they had, however, during my call an aircraft which happened to be 2 NM from uin was requested to check the back course localizer and it was determined it is OTS. I am of the understanding that a front course localizer may be placed OTS for a 'flight-check' leaving the back course usable and available. In the interest of safety, my suggestion is that any NOTAMS pertaining to localizer's clearly specify if both the front course and back course are OTS. Since the above NOTAM doesn't mention back course runway 22, one might presume it's available, which may or may not be the case.

Narrative: REF NOTAM 10/006 -- UIN RWY 4 ILS LLZ OTS. ON POSTFLT, I CALLED FSS AND ASKED IF THE UIN BACK COURSE RWY 22 WAS OPERATIONAL SINCE THE ABOVE NOTAM INDICATED FRONT COURSE RWY 4 LOC WAS OTS. FSS DID NOT KNOW. I CALLED VIA LAND LINE ZKC FOR CLARIFICATION IF BACK COURSE RWY 22 WAS OTS AND THEY COULD NOT TELL ME USING THE INFO THEY HAD, HOWEVER, DURING MY CALL AN ACFT WHICH HAPPENED TO BE 2 NM FROM UIN WAS REQUESTED TO CHK THE BACK COURSE LOC AND IT WAS DETERMINED IT IS OTS. I AM OF THE UNDERSTANDING THAT A FRONT COURSE LOC MAY BE PLACED OTS FOR A 'FLT-CHK' LEAVING THE BACK COURSE USABLE AND AVAILABLE. IN THE INTEREST OF SAFETY, MY SUGGESTION IS THAT ANY NOTAMS PERTAINING TO LOC'S CLRLY SPECIFY IF BOTH THE FRONT COURSE AND BACK COURSE ARE OTS. SINCE THE ABOVE NOTAM DOESN'T MENTION BACK COURSE RWY 22, ONE MIGHT PRESUME IT'S AVAILABLE, WHICH MAY OR MAY NOT BE THE CASE.
