Narrative:

I filed an ADIZ flight plan with elkins FSS for a departure from MD24 to wilmington, de. For the return flight to MD24, the FAA specialist recommended filing a flight plan to be activated over EMI. This was done with an estimated arrival time and estimated return time. I tried several times to call potomac approach on the assigned frequency (128.7) prior to reaching EMI. Finally potomac approach responded and I was told to contact potomac approach on 126.725. The controller on this frequency was also very busy handling traffic, some for which she was having difficulty locating ADIZ flight plans. I finally got a break, called, and was assigned a squawk code. I immediately changed course and headed for MD24. The controller then asked whether I had filed an ADIZ flight plan. I responded affirmatively, but was then directed to stay clear of the ADIZ and prepare to copy a phone number. I changed course to avoid the ADIZ, copied the phone number, and was then cleared to MD24. On the ground, I called the phone number and was told that I had penetrated the ADIZ without authority/authorized. I was, and am, unaware of any unauthorized penetration. My cell phone reception was poor, but I believe the infraction was said to occur 30 mi west as I was tracking inbound to EMI. That is possible, since the direct route from wilmington to EMI passes within a couple of mi of the ADIZ boundary. That incursion, if it occurred, was certainly inadvertent. Given the importance of this matter, I should have chosen a route further from the ADIZ boundary and been diligent about the precision with which I followed it.

Title: A C182 PLT, ON AN ADIZ FLT PLAN, SQUAWKING THE ASSIGNED CODE, WAS VIOLATED FOR ENTERING THE DC ADIZ WITHOUT PERMISSION.

Narrative: I FILED AN ADIZ FLT PLAN WITH ELKINS FSS FOR A DEP FROM MD24 TO WILMINGTON, DE. FOR THE RETURN FLT TO MD24, THE FAA SPECIALIST RECOMMENDED FILING A FLT PLAN TO BE ACTIVATED OVER EMI. THIS WAS DONE WITH AN ESTIMATED ARR TIME AND ESTIMATED RETURN TIME. I TRIED SEVERAL TIMES TO CALL POTOMAC APCH ON THE ASSIGNED FREQ (128.7) PRIOR TO REACHING EMI. FINALLY POTOMAC APCH RESPONDED AND I WAS TOLD TO CONTACT POTOMAC APCH ON 126.725. THE CTLR ON THIS FREQ WAS ALSO VERY BUSY HANDLING TFC, SOME FOR WHICH SHE WAS HAVING DIFFICULTY LOCATING ADIZ FLT PLANS. I FINALLY GOT A BREAK, CALLED, AND WAS ASSIGNED A SQUAWK CODE. ON THE GND, I CALLED THE PHONE NUMBER AND WAS TOLD THAT I HAD PENETRATED THE ADIZ WITHOUT AUTH. I WAS, AND AM, UNAWARE OF ANY UNAUTH PENETRATION. MY CELL PHONE RECEPTION WAS POOR, BUT I BELIEVE THE INFRACTION WAS SAID TO OCCUR 30 MI W AS I WAS TRACKING INBOUND TO EMI. THAT IS POSSIBLE, SINCE THE DIRECT RTE FROM WILMINGTON TO EMI PASSES WITHIN A COUPLE OF MI OF THE ADIZ BOUNDARY. THAT INCURSION, IF IT OCCURRED, WAS CERTAINLY INADVERTENT. GIVEN THE IMPORTANCE OF THIS MATTER, I SHOULD HAVE CHOSEN A RTE FURTHER FROM THE ADIZ BOUNDARY AND BEEN DILIGENT ABOUT THE PRECISION WITH WHICH I FOLLOWED IT.
