Narrative:
After departing phl runway 9R, ATC requested left turn to heading 330 degrees. Advised ATC that we were unable to comply due to WX. Began deviation to north, then to northwest heading with ATC consent. ATC then requested left turn direct mxe. Advised ATC that we were unable to comply once again due to WX. Climbing through approximately 6200 ft MSL, instructed by ATC to leveloff at 7000 ft and slow to 190 KTS. Leveled aircraft at 7000 ft MSL and advised unable to comply with speed request due to aircraft weight, confign, and turbulence. Subsequently instructed at approximately XA25Z to immediately enter hold at ptw VOR with efc of XB00Z. Unable to properly set up and establish aircraft in hold at ptw VOR or correct radial due to WX, turbulence and insufficient time/notification from ATC as well as proximity to VOR and high workload environment. As a result, given radar vectors by ATC that we were able to comply with. Convective SIGMET later issued at approximately XA09Z for severe WX in phl departure area.

Title: A321 ENCOUNTERED WX ON DEP FROM PHL AND WAS UNABLE TO COMPLY WITH ATC DIRECTIONS.
Narrative: AFTER DEPARTING PHL RWY 9R, ATC REQUESTED L TURN TO HEADING 330 DEGS. ADVISED ATC THAT WE WERE UNABLE TO COMPLY DUE TO WX. BEGAN DEV TO N, THEN TO NW HEADING WITH ATC CONSENT. ATC THEN REQUESTED L TURN DIRECT MXE. ADVISED ATC THAT WE WERE UNABLE TO COMPLY ONCE AGAIN DUE TO WX. CLBING THROUGH APPROX 6200 FT MSL, INSTRUCTED BY ATC TO LEVELOFF AT 7000 FT AND SLOW TO 190 KTS. LEVELED ACFT AT 7000 FT MSL AND ADVISED UNABLE TO COMPLY WITH SPD REQUEST DUE TO ACFT WT, CONFIGN, AND TURB. SUBSEQUENTLY INSTRUCTED AT APPROX XA25Z TO IMMEDIATELY ENTER HOLD AT PTW VOR WITH EFC OF XB00Z. UNABLE TO PROPERLY SET UP AND ESTABLISH ACFT IN HOLD AT PTW VOR OR CORRECT RADIAL DUE TO WX, TURB AND INSUFFICIENT TIME/NOTIFICATION FROM ATC AS WELL AS PROX TO VOR AND HIGH WORKLOAD ENVIRONMENT. AS A RESULT, GIVEN RADAR VECTORS BY ATC THAT WE WERE ABLE TO COMPLY WITH. CONVECTIVE SIGMET LATER ISSUED AT APPROX XA09Z FOR SEVERE WX IN PHL DEP AREA.
