Narrative:

Requested flight following on the ground at sch. Was informed/told to call albany approach after departure. High workload resulting from inability to obtain VFR squawk code on the ground and frequency congestion airborne nearly resulted in busting into the alb class C airspace during initial climb. I caught the situation in time. No harm, no foul, but it would be vastly easier if sch ground would call albany, issue squawk codes and coordinate VFR climbs into albany's airspace. This has been an issue for yrs at this facility. Callback conversation with reporter revealed the following information: reporter flies into and out of sch 2 or 3 times a yr. Reporter advised that this was the first time he had difficulty obtaining VFR flight following, but recognized that the controller was busy.

Title: M20R, DEPARTING SCH, UNABLE TO OBTAIN CLASS C VFR PENETRATION CLRNC DUE TO ALB TRACON FREQ CONGESTION.

Narrative: REQUESTED FLT FOLLOWING ON THE GND AT SCH. WAS INFORMED/TOLD TO CALL ALBANY APCH AFTER DEP. HIGH WORKLOAD RESULTING FROM INABILITY TO OBTAIN VFR SQUAWK CODE ON THE GND AND FREQ CONGESTION AIRBORNE NEARLY RESULTED IN BUSTING INTO THE ALB CLASS C AIRSPACE DURING INITIAL CLB. I CAUGHT THE SIT IN TIME. NO HARM, NO FOUL, BUT IT WOULD BE VASTLY EASIER IF SCH GND WOULD CALL ALBANY, ISSUE SQUAWK CODES AND COORDINATE VFR CLBS INTO ALBANY'S AIRSPACE. THIS HAS BEEN AN ISSUE FOR YRS AT THIS FACILITY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR FLIES INTO AND OUT OF SCH 2 OR 3 TIMES A YR. RPTR ADVISED THAT THIS WAS THE FIRST TIME HE HAD DIFFICULTY OBTAINING VFR FLT FOLLOWING, BUT RECOGNIZED THAT THE CTLR WAS BUSY.
