Narrative:
I was flying an IFR flight plan from bct to mco in the morning. Palm beach approach had me on a 360 degree vector while climbing to 7000 ft. Their instructions were to intercept the 327 degree radial on the palm beach VOR. As I was climbing through 6000 ft they notified me of traffic to my 6 O'clock position, that was not in communication. I could only see the traffic on my traffic system which indicated close proximity. As I approached 7000 ft the traffic system gave me a traffic warning. I continued my climb as I continued to look for traffic. I leveled the aircraft off at 7700 ft, as my passenger spotted the traffic which was passing us at about 1000 ft below our altitude. Just that moment palm beach approach called and asked my altitude. I advised approach that I was at 7700 ft because of traffic. I did not advise approach of my increased altitude because of my concern with the traffic. The controller was angry at me for not informing him of the deviation and requested me to descend to 7000 ft immediately. I apologized and started a descent to 7000 ft while keeping traffic in sight.

Title: A BE36 SINGLE PLT ON AN IFR FLT PLAN, MANEUVERED BASED ON THE GA VERSION OF TCASII WITHOUT PBI'S CONSENT OR KNOWLEDGE.
Narrative: I WAS FLYING AN IFR FLT PLAN FROM BCT TO MCO IN THE MORNING. PALM BEACH APCH HAD ME ON A 360 DEG VECTOR WHILE CLBING TO 7000 FT. THEIR INSTRUCTIONS WERE TO INTERCEPT THE 327 DEG RADIAL ON THE PALM BEACH VOR. AS I WAS CLBING THROUGH 6000 FT THEY NOTIFIED ME OF TFC TO MY 6 O'CLOCK POS, THAT WAS NOT IN COM. I COULD ONLY SEE THE TFC ON MY TFC SYS WHICH INDICATED CLOSE PROX. AS I APCHED 7000 FT THE TFC SYS GAVE ME A TFC WARNING. I CONTINUED MY CLB AS I CONTINUED TO LOOK FOR TFC. I LEVELED THE ACFT OFF AT 7700 FT, AS MY PAX SPOTTED THE TFC WHICH WAS PASSING US AT ABOUT 1000 FT BELOW OUR ALT. JUST THAT MOMENT PALM BEACH APCH CALLED AND ASKED MY ALT. I ADVISED APCH THAT I WAS AT 7700 FT BECAUSE OF TFC. I DID NOT ADVISE APCH OF MY INCREASED ALT BECAUSE OF MY CONCERN WITH THE TFC. THE CTLR WAS ANGRY AT ME FOR NOT INFORMING HIM OF THE DEV AND REQUESTED ME TO DSND TO 7000 FT IMMEDIATELY. I APOLOGIZED AND STARTED A DSCNT TO 7000 FT WHILE KEEPING TFC IN SIGHT.
