Narrative:
Initiated missed approach for VOR-a at fdk, which is VOR radial 220 degrees, climb to 2300 ft. Reported missed approach to potomac approach at 2000 ft. Approach told us to fly direct VOR/EMI (approximately 19 NM away). No altitude was assigned. Altitude to fly was requested. Potomac approach trainee gave 3000 ft, which we climbed to. Potomac trainer reprimanded us for not flying the published missed approach procedure. My response, as cfii, was we were directed to fly direct VOR/EMI (no altitude was given). Potomac trainer said direct EMI, 3000 ft. My comment: when I'm ordered/directed by ATC to depart a missed approach procedure segment, I want 'where to' and 'what altitude.' we were also below minimum safe vectoring altitude. Perhaps we should have told ATC we will not go direct EMI until we are established in the missed approach hold.

MY RESPONSE, AS CFII, WAS WE WERE DIRECTED TO FLY DIRECT VOR/EMI (NO ALT WAS GIVEN). POTOMAC TRAINER SAID DIRECT EMI, 3000 FT. MY COMMENT: WHEN I'M ORDERED/DIRECTED BY ATC TO DEPART A MISSED APCH PROC SEGMENT, I WANT 'WHERE TO' AND 'WHAT ALT.' WE WERE ALSO BELOW MINIMUM SAFE VECTORING ALT. PERHAPS WE SHOULD HAVE TOLD ATC WE WILL NOT GO DIRECT EMI UNTIL WE ARE ESTABLISHED IN THE MISSED APCH HOLD.
