Narrative:

On a visual approach to runway 23R at ZZZ, the first officer called for flaps 9 degrees. When flaps were selected to 9 degrees, we got a flap fail message on the EICAS. But the flaps stayed at 0 degrees as indicated on the EICAS, radio management unit and wing trailing edge. The ZZZ approach controller was informed about the flap failure and vectored us at 3000 ft while I went through the flap fail checklist. The flaps were stuck at 0 degrees even after going through the checklist. We notified approach and tower that we were going to make a 0 degree flap landing and that our flaps were inoperative. The first officer landed on runway 23R, flaps 0 degrees. Callback conversation with reporter revealed the following information: the reporter stated no information was reported to either crew member on the cause of the flaps' failure to extend. The reporter said the airplane was removed from service and a quick plane change was made and they departed. Callback conversation with reporter acn 601032 revealed the following information: the reporter stated no information on the malfunctioning flaps was passed on to the crew. The reporter said this was the first flap failure he has experienced on this airplane.

THE ZZZ APCH CTLR WAS INFORMED ABOUT THE FLAP FAILURE AND VECTORED US AT 3000 FT WHILE I WENT THROUGH THE FLAP FAIL CHKLIST. THE FLAPS WERE STUCK AT 0 DEGS EVEN AFTER GOING THROUGH THE CHKLIST. WE NOTIFIED APCH AND TWR THAT WE WERE GOING TO MAKE A 0 DEG FLAP LNDG AND THAT OUR FLAPS WERE INOP. THE FO LANDED ON RWY 23R, FLAPS 0 DEGS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED NO INFO WAS RPTED TO EITHER CREW MEMBER ON THE CAUSE OF THE FLAPS' FAILURE TO EXTEND. THE RPTR SAID THE AIRPLANE WAS REMOVED FROM SVC AND A QUICK PLANE CHANGE WAS MADE AND THEY DEPARTED. CALLBACK CONVERSATION WITH RPTR ACN 601032 REVEALED THE FOLLOWING INFO: THE RPTR STATED NO INFO ON THE MALFUNCTIONING FLAPS WAS PASSED ON TO THE CREW.
