Narrative:
During approach, shortly after selecting flaps 9, EICAS displayed, 'flap fail, and stall protection system advanced.' we complied with procedures in the aom, contacted dispatch and maintenance operations center for consult. Declared emergency and executed a no flap landing on runway 22L at ZZZ1. Exited the runway and taxied to the gate without further incident. Made an entry in the aml. Callback conversation with reporter revealed the following information: the reporter stated the flap failure in this event was not the first incident experienced by the reporter in failure to extend. The reporter said this particular airplane had several reports on flap failure to extend. The reporter stated maintenance will replace control unit to clear a report and later in the day the flaps will fail again. Callback conversation with reporter acn 601435 revealed the following information: the reporter stated that frequently the reports of flap failure occur during flap extension for '0' or full up. The reporter said the carrier is tracking the flap failures for data for a positive fix.

Title: AN EMB135 ON APCH DECLARED AN EMER AND MADE A NO FLAP LNDG DUE TO FLAPS FAILURE TO EXTEND. EICAS 'FLAP FAIL' AND 'SPS ADV' WARNING.
Narrative: DURING APCH, SHORTLY AFTER SELECTING FLAPS 9, EICAS DISPLAYED, 'FLAP FAIL, AND STALL PROTECTION SYSTEM ADVANCED.' WE COMPLIED WITH PROCS IN THE AOM, CONTACTED DISPATCH AND MAINT OPS CENTER FOR CONSULT. DECLARED EMER AND EXECUTED A NO FLAP LNDG ON RWY 22L AT ZZZ1. EXITED THE RWY AND TAXIED TO THE GATE WITHOUT FURTHER INCIDENT. MADE AN ENTRY IN THE AML. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FLAP FAILURE IN THIS EVENT WAS NOT THE FIRST INCIDENT EXPERIENCED BY THE RPTR IN FAILURE TO EXTEND. THE RPTR SAID THIS PARTICULAR AIRPLANE HAD SEVERAL RPTS ON FLAP FAILURE TO EXTEND. THE RPTR STATED MAINT WILL REPLACE CTL UNIT TO CLR A RPT AND LATER IN THE DAY THE FLAPS WILL FAIL AGAIN. CALLBACK CONVERSATION WITH RPTR ACN 601435 REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT FREQUENTLY THE RPTS OF FLAP FAILURE OCCUR DURING FLAP EXTENSION FOR '0' OR FULL UP. THE RPTR SAID THE CARRIER IS TRACKING THE FLAP FAILURES FOR DATA FOR A POSITIVE FIX.
