Narrative:
After landing on runway 31L at psp, tower instructed us to make a right on taxiway J and a right on taxiway C. My first officer replied. I did not copy the 'right on taxiway C,' so after making the right on taxiway J and clearing the runway, I asked the first officer, 'are we cleared to cross the right (runway 31R)?' he replied, 'cleared to cross.' while crossing, we noticed a C172 on short final for runway 31R. Tower instructed that aircraft to 'go around.' tower then informed us that we crossed an active runway. The clearance of 'right on taxiway C' would not have taken us across runway 31R.

Title: RWY INCURSION ON RWY 31R BY A TAXIING GII AT PSP, CA, REQUIRING A GAR ISSUED BY ATC FOR TFC ON FINAL FOR RWY 31.
Narrative: AFTER LNDG ON RWY 31L AT PSP, TWR INSTRUCTED US TO MAKE A R ON TXWY J AND A R ON TXWY C. MY FO REPLIED. I DID NOT COPY THE 'R ON TXWY C,' SO AFTER MAKING THE R ON TXWY J AND CLRING THE RWY, I ASKED THE FO, 'ARE WE CLRED TO CROSS THE R (RWY 31R)?' HE REPLIED, 'CLRED TO CROSS.' WHILE XING, WE NOTICED A C172 ON SHORT FINAL FOR RWY 31R. TWR INSTRUCTED THAT ACFT TO 'GO AROUND.' TWR THEN INFORMED US THAT WE CROSSED AN ACTIVE RWY. THE CLRNC OF 'R ON TXWY C' WOULD NOT HAVE TAKEN US ACROSS RWY 31R.
