Narrative:
We received a clearance from teb, new jersey. We were cleared via radar vectors climb, maintain 3000 ft. Being somewhat familiar with teb, ground control was asked to confirm clearance and also tower was asked right prior to takeoff, while we were in position and hold phase. Our clearance read, 'radar vectors, climb, maintain 3000 ft.' tower told us departure would give us a heading. After takeoff and calling departure, the controller was upset that we weren't making the turn on the SID which we weren't assigned. Apparently, this had happened with another airplane previous to us by the comments ATC made. Poor clearance delivery instructions are to blame.
Original NASA ASRS Text
Title: A LEARJET 31 CAPT RPTED THAT, AFTER DEPARTING TEB, HE WAS REPRIMANDED BY N90 FOR NOT FOLLOWING THE SID, WHICH HE HAD NOT BEEN ASSIGNED.
Narrative: WE RECEIVED A CLRNC FROM TEB, NEW JERSEY. WE WERE CLRED VIA RADAR VECTORS CLB, MAINTAIN 3000 FT. BEING SOMEWHAT FAMILIAR WITH TEB, GND CTL WAS ASKED TO CONFIRM CLRNC AND ALSO TWR WAS ASKED RIGHT PRIOR TO TKOF, WHILE WE WERE IN POSITION AND HOLD PHASE. OUR CLRNC READ, 'RADAR VECTORS, CLB, MAINTAIN 3000 FT.' TWR TOLD US DEP WOULD GIVE US A HDG. AFTER TKOF AND CALLING DEP, THE CTLR WAS UPSET THAT WE WEREN'T MAKING THE TURN ON THE SID WHICH WE WEREN'T ASSIGNED. APPARENTLY, THIS HAD HAPPENED WITH ANOTHER AIRPLANE PREVIOUS TO US BY THE COMMENTS ATC MADE. POOR CLRNC DELIVERY INSTRUCTIONS ARE TO BLAME.
