Narrative:
ATC directed us to 'descend to 9000 ft MSL by 30 mi west of roanoke.' the captain was doing the descent, I advised him to slow down sooner so that we could descend below 10000 ft MSL at 250 KIAS and make our descent to 9000 ft MSL. The captain either ignored or refused to acknowledge my altitude/airspeed restrs that repeated ATC directive to be at 9000 ft by 30 mi west of roanoke. As a result of the captain having to stay at 10000 ft MSL until 250 KIAS, we ended up being at 9700 ft MSL at 30 NM from roanoke -- in direct violation of ATC requests for us to be there -- 30 NM at 9000 ft MSL.

Title: A B727 IS GIVEN A XING RESTR THAT THE FO KNEW AND STATED TO THE CAPT THAT THEY WERE NOT GOING TO MEET WITHOUT SLOWING DOWN.
Narrative: ATC DIRECTED US TO 'DSND TO 9000 FT MSL BY 30 MI W OF ROANOKE.' THE CAPT WAS DOING THE DSCNT, I ADVISED HIM TO SLOW DOWN SOONER SO THAT WE COULD DSND BELOW 10000 FT MSL AT 250 KIAS AND MAKE OUR DSCNT TO 9000 FT MSL.
