Narrative:

The first military helicopter declared emergency due to vertigo. Naval air station whiting field had not forwarded WX to the approach control for 2 hours. The last WX sent was marginal VFR. The approach controller wanted to vector the helicopter in close to the field. When I called the NAS whiting ATCT, their WX was hard IFR. They never forwarded critical WX updated when needed. They called with a downtime on the emergency helicopter and said he landed safely. On the very next hour, 10-15 mins later, WX had deteriorated even further, and again they never forwarded critical WX updates to the approach control. The next military helicopter in the arrival sequence was broken off final at 1 mi. When I called NAS whiting tower for the reason, they said the original emergency helicopter was still on the runway. They never told us this critical information. Furthermore, they couldn't even give an expected length of delay time. One military helicopter was broken off final 3 times and had to declare minimum fuel status during hard IFR WX.
