Narrative:
Armed personnel escorting prisoner sleeping en route. The flight attendants informed me that the two armed personnel escorting the prisoner were asleep. After considering the implications of having an armed individual unaware of activity around him, ie, someone who may want to take his weapon, I instructed the flight attendants to wake the armed individuals and inform them they would need to stay awake during the flight. Later in the flight, during the descent, I was informed that the individuals were again asleep, and had basically ignored the flight attendant's earlier instruction. I instructed the flight attendants to reawaken the armed individuals, and to inform them specifically that the captain wanted them to stay awake and alert. After landing I discussed with the two individuals the reasons I thought it was necessary for them to remain awake and alert while on board an aircraft with their weapons. I also discussed the requirement for everyone on board an aircraft to follow instructions given by the captain or other flight crew members. They listened, and didn't argue, but I did not get the impression that they thought the matter deserved their consideration.
Original NASA ASRS Text
Title: S80 FLC IS FRUSTRATED WITH BEHAVIOR OF TWO ARMED PRISONER GUARDS WHO WERE SLEEPING INFLT AFTER TWO REMINDERS TO STAY AWAKE.
Narrative: ARMED PERSONNEL ESCORTING PRISONER SLEEPING ENRTE. THE FLT ATTENDANTS INFORMED ME THAT THE TWO ARMED PERSONNEL ESCORTING THE PRISONER WERE ASLEEP. AFTER CONSIDERING THE IMPLICATIONS OF HAVING AN ARMED INDIVIDUAL UNAWARE OF ACTIVITY AROUND HIM, IE, SOMEONE WHO MAY WANT TO TAKE HIS WEAPON, I INSTRUCTED THE FLT ATTENDANTS TO WAKE THE ARMED INDIVIDUALS AND INFORM THEM THEY WOULD NEED TO STAY AWAKE DURING THE FLT. LATER IN THE FLT, DURING THE DSCNT, I WAS INFORMED THAT THE INDIVIDUALS WERE AGAIN ASLEEP, AND HAD BASICALLY IGNORED THE FLT ATTENDANT'S EARLIER INSTRUCTION. I INSTRUCTED THE FLT ATTENDANTS TO REAWAKEN THE ARMED INDIVIDUALS, AND TO INFORM THEM SPECIFICALLY THAT THE CAPT WANTED THEM TO STAY AWAKE AND ALERT. AFTER LNDG I DISCUSSED WITH THE TWO INDIVIDUALS THE REASONS I THOUGHT IT WAS NECESSARY FOR THEM TO REMAIN AWAKE AND ALERT WHILE ON BOARD AN ACFT WITH THEIR WEAPONS. I ALSO DISCUSSED THE REQUIREMENT FOR EVERYONE ON BOARD AN ACFT TO FOLLOW INSTRUCTIONS GIVEN BY THE CAPT OR OTHER FLT CREW MEMBERS. THEY LISTENED, AND DIDN'T ARGUE, BUT I DID NOT GET THE IMPRESSION THAT THEY THOUGHT THE MATTER DESERVED THEIR CONSIDERATION.
