Narrative:

I traveled to maryland to ferry a government owned C206 amphibian to ffa/mqi. Prior to leaving dmw for evy, I called leesburg FSS to obtain a WX brief, file a VFR flight plan, and discuss airspace issues. I was told 'just stay out of the outer band of the washington class B airspace, and you are good to go.' in retrospect, the briefer may have been referencing to only the north side of the ADIZ, since that was pertinent to the flight at hand. However, I understood that the entire ADIZ was based on the outer ring of class B airspace. I flew to evy and join another pilot to ferry the 2 government C206 amphibians to the event in nc. On return, we flew to rmn. Leaving rmn on dec/thu/03, I followed my fellow co-worker in the other aircraft from rmn to evy. He also understood, based on his local knowledge, that the ADIZ boundary was the outer ring of class B airspace. We flew east to avoid the class B and the ADIZ. Upon landing at evy, we were contacted by phone and were told that we had penetrated the ADIZ. To correct this problem, flight service stations should be careful to inform pilots that airspace boundaries vary and because the answer that is applicable to the flight at hand may be different for other parts of the affected airspace. My understanding was the ADIZ simply was based on the class B ring all the way around. As often in aviation, exact wording needs to be used. Another suggestion would be to encourage FBO's near the ADIZ to post the graphic tfa's. I received a briefing dec/thu/03, from the temporary FSS to manteo, nc, stating there were no tfr's along my route, except the washington dc ADIZ. I felt I understood the boundaries based on the briefer's description from my initial flight in the area. Human factors: the briefer (dmw direct evy) was trying to simplify his description. Since it was logical that the ADIZ overlaid the class B all the way around, I felt I understood. Corrective actions: both pilots and briefers need to state in explicit terms definition and conditions of tfr boundaries. I expected to learn what I needed to know in my initial briefing and got answers. However, the briefer may have thought I was only interested in the 1 flight. I had asked thinking, I would get an overall perspective and thought that I understood the briefer's answer.

Title: C206 PLT OBTAINS DCA FSS ADIZ BRIEFING PRIOR TO FLT TO EVY. SUBSEQUENT DEP, THE PLT ASSUMES PREVIOUS FSS COMMENTS TO AVOID CLASS B AVOIDS ADIZ HOLDS FOR ALL TRANSITION POINTS, UNTIL ADVISED BY PCT OF ADIZ VIOLATIONS.

I WAS TOLD 'JUST STAY OUT OF THE OUTER BAND OF THE WASHINGTON CLASS B AIRSPACE, AND YOU ARE GOOD TO GO.' IN RETROSPECT, THE BRIEFER MAY HAVE BEEN REFING TO ONLY THE N SIDE OF THE ADIZ, SINCE THAT WAS PERTINENT TO THE FLT AT HAND. HOWEVER, I UNDERSTOOD THAT THE ENTIRE ADIZ WAS BASED ON THE OUTER RING OF CLASS B AIRSPACE. I FLEW TO EVY AND JOIN ANOTHER PLT TO FERRY THE 2 GOV C206 AMPHIBIANS TO THE EVENT IN NC. ON RETURN, WE FLEW TO RMN. LEAVING RMN ON DEC/THU/03, I FOLLOWED MY FELLOW CO-WORKER IN THE OTHER ACFT FROM RMN TO EVY. HE ALSO UNDERSTOOD, BASED ON HIS LCL KNOWLEDGE, THAT THE ADIZ BOUNDARY WAS THE OUTER RING OF CLASS B AIRSPACE. WE FLEW E TO AVOID THE CLASS B AND THE ADIZ. UPON LNDG AT EVY, WE WERE CONTACTED BY PHONE AND WERE TOLD THAT WE HAD PENETRATED THE ADIZ. TO CORRECT THIS PROB, FLT SVC STATIONS SHOULD BE CAREFUL TO INFORM PLTS THAT AIRSPACE BOUNDARIES VARY AND BECAUSE THE ANSWER THAT IS APPLICABLE TO THE FLT AT HAND MAY BE DIFFERENT FOR OTHER PARTS OF THE AFFECTED AIRSPACE. MY UNDERSTANDING WAS THE ADIZ SIMPLY WAS BASED ON THE CLASS B RING ALL THE WAY AROUND. AS OFTEN IN AVIATION, EXACT WORDING NEEDS TO BE USED. I HAD ASKED THINKING, I WOULD GET AN OVERALL PERSPECTIVE AND THOUGHT THAT I UNDERSTOOD THE BRIEFER'S ANSWER.
