Narrative:
As we were taxiing to runway 26, the mig 21 pulled out of his parking spot. The mig asked for a radio check. Ground personnel responded that he was loud and clear. We also heard him loud and clear. We went to the run-up pad for runway 26. The mig taxied onto runway 32 and took off. I can't recall if he called his takeoff or not. I don't believe he did. I know he did not announce that he was going to make a low pass down runway 8. We finished our run-up, announced on CTAF that we were departing runway 26, started our takeoff run and saw the mig making the low pass down runway 8. I would guess that the mig was less than 50 ft AGL, his landing gear was up. The mig was hard to see because his paint blended in with the sage brush on the hills west of stead. I see no reason for the mig to make the low pass other than to 'show off.' and if they are going to do this, they shouldn't do it unless they have an 'all clear' from their people on the ground.

Title: A C172 ON TKOF ROLL HAS AN NMAC WITH A MIG 21 THAT WAS DOING A FLYBY WITHOUT ADVISING INTENT AT AN UNCTLED ARPT.
Narrative: AS WE WERE TAXIING TO RWY 26, THE MIG 21 PULLED OUT OF HIS PARKING SPOT. THE MIG ASKED FOR A RADIO CHK. GND PERSONNEL RESPONDED THAT HE WAS LOUD AND CLR. WE ALSO HEARD HIM LOUD AND CLR. WE WENT TO THE RUN-UP PAD FOR RWY 26. THE MIG TAXIED ONTO RWY 32 AND TOOK OFF. I CAN'T RECALL IF HE CALLED HIS TKOF OR NOT. I DON'T BELIEVE HE DID. I KNOW HE DID NOT ANNOUNCE THAT HE WAS GOING TO MAKE A LOW PASS DOWN RWY 8. WE FINISHED OUR RUN-UP, ANNOUNCED ON CTAF THAT WE WERE DEPARTING RWY 26, STARTED OUR TKOF RUN AND SAW THE MIG MAKING THE LOW PASS DOWN RWY 8. I WOULD GUESS THAT THE MIG WAS LESS THAN 50 FT AGL, HIS LNDG GEAR WAS UP. THE MIG WAS HARD TO SEE BECAUSE HIS PAINT BLENDED IN WITH THE SAGE BRUSH ON THE HILLS W OF STEAD. I SEE NO REASON FOR THE MIG TO MAKE THE LOW PASS OTHER THAN TO 'SHOW OFF.' AND IF THEY ARE GOING TO DO THIS, THEY SHOULDN'T DO IT UNLESS THEY HAVE AN 'ALL CLR' FROM THEIR PEOPLE ON THE GND.
