Narrative:

I was on an IFR flight plan. I was cleared for the ILS approach to ykm. ATC approach cleared me to ykm tower. I contacted tower, they asked my intentions. I stated I wanted to do a touch-and-go and fly the missed approach and enter the hold. They said roger. I did the touch-and-go and executed the missed approach. They told me to contact departure. When I contacted departure, they told me to maintain VFR. I told them I was already IMC. Approach told me they would declare an emergency for me. I stated the tower had cleared me to departure. I flew the assigned heading then entered the hold. Then approach asked me to contact the tower for a possible pilot deviation. When I contacted the tower, they told me the procedure was not authority/authorized because of another plane on the approach.

Narrative: I WAS ON AN IFR FLT PLAN. I WAS CLRED FOR THE ILS APCH TO YKM. ATC APCH CLRED ME TO YKM TWR. I CONTACTED TWR, THEY ASKED MY INTENTIONS. I STATED I WANTED TO DO A TOUCH-AND-GO AND FLY THE MISSED APCH AND ENTER THE HOLD. THEY SAID ROGER. I DID THE TOUCH-AND-GO AND EXECUTED THE MISSED APCH. THEY TOLD ME TO CONTACT DEP. WHEN I CONTACTED DEP, THEY TOLD ME TO MAINTAIN VFR. I TOLD THEM I WAS ALREADY IMC. APCH TOLD ME THEY WOULD DECLARE AN EMER FOR ME. I STATED THE TWR HAD CLRED ME TO DEP. I FLEW THE ASSIGNED HDG THEN ENTERED THE HOLD. THEN APCH ASKED ME TO CONTACT THE TWR FOR A POSSIBLE PLTDEV. WHEN I CONTACTED THE TWR, THEY TOLD ME THE PROC WAS NOT AUTH BECAUSE OF ANOTHER PLANE ON THE APCH.
