Narrative:
On final approach ILS runway 27L at 3500 ft MSL at anval fix heading 270 degrees, a localizer course, a white high wing aircraft heading 360 degrees nearly collided with us. He was heading north and we were coming from his right to left. He was climbing into us and we were level. We got, at short range, a TA at our 10 O'clock position and 2-3 NM which quickly became an RA. I disconnected the autoplt and initiated a climb to 4100 ft, cleared the conflict, and descended to 3500 ft MSL. We passed to within 400 ft vertically and 0 ft horizontally.
