Narrative:

Just prior to taking the runway, tower had a verbal exchange with another aircraft about a clearance. We approached near the takeoff threshold of runway 29 at oak airport. First officer called oak tower and advised we were ready for takeoff. Tower's response was 'on and hold for wake turbulence, after takeoff, turn left to 120 degrees, climb to 15000 ft.' we taxied onto the runway into position and hold. Tower cleared us for takeoff and both first officer and captain did not understand his clearance and asked again 'are we cleared for takeoff?' tower's reply, 'cleared for takeoff and by the way, you were not cleared onto the runway. Have a good flight.' aircraft behind us got the same clearance. This tower operator uses ambiguous language and nonstandard ATC clrncs. I believe there will be more conflicts with this tower operator. Supplemental information from acn 606846: the use of nonstandard controller terminology and phraseology resulted in confusion as to whether we were cleared into position and hold, after being cleared for takeoff. The one controller operation at that time of the morning seems to clutter the various frequencys for safe airport operations.

Title: RWY INCURSION IMPLIED BY LCL GND CTLR OF AN A300 FLT CREW'S ENTRY ONTO RWY 29 AT OAK, CA.

Narrative: JUST PRIOR TO TAKING THE RWY, TWR HAD A VERBAL EXCHANGE WITH ANOTHER ACFT ABOUT A CLRNC. WE APCHED NEAR THE TKOF THRESHOLD OF RWY 29 AT OAK ARPT. FO CALLED OAK TWR AND ADVISED WE WERE READY FOR TKOF. TWR'S RESPONSE WAS 'ON AND HOLD FOR WAKE TURB, AFTER TKOF, TURN L TO 120 DEGS, CLB TO 15000 FT.' WE TAXIED ONTO THE RWY INTO POS AND HOLD. TWR CLRED US FOR TKOF AND BOTH FO AND CAPT DID NOT UNDERSTAND HIS CLRNC AND ASKED AGAIN 'ARE WE CLRED FOR TKOF?' TWR'S REPLY, 'CLRED FOR TKOF AND BY THE WAY, YOU WERE NOT CLRED ONTO THE RWY. HAVE A GOOD FLT.' ACFT BEHIND US GOT THE SAME CLRNC. THIS TWR OPERATOR USES AMBIGUOUS LANGUAGE AND NONSTANDARD ATC CLRNCS. I BELIEVE THERE WILL BE MORE CONFLICTS WITH THIS TWR OPERATOR.
