Narrative:
There appears to be an increasing incidence of aircraft not grounded during the fueling process. During each of the 2 walkarounds I performed at ZZZ on jan/xx/04, the fueling nozzle was attached to the aircraft, but not the grounding wire. (I assume the grounding wire is the first thing attached and the last thing removed.) callback conversation with reporter revealed the following information: the reporter stated that after the report was filed, immediate action was taken at ZZZ on the improper fueling procedures. The reporter said all company fuelers were briefed and the required grounding procedures were reinforced with on the spot corrections. The reporter stated that adequate steps were taken by the company to correct this serious situation and improvement was noted.

Title: AN FO RPTS INCREASING INCIDENCE OF IMPROPER FUELING PROCS. ACFT ARE NOT GROUNDED DURING THE FUELING PROCESS.
Narrative: THERE APPEARS TO BE AN INCREASING INCIDENCE OF ACFT NOT GROUNDED DURING THE FUELING PROCESS. DURING EACH OF THE 2 WALKAROUNDS I PERFORMED AT ZZZ ON JAN/XX/04, THE FUELING NOZZLE WAS ATTACHED TO THE ACFT, BUT NOT THE GROUNDING WIRE. (I ASSUME THE GROUNDING WIRE IS THE FIRST THING ATTACHED AND THE LAST THING REMOVED.) CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT AFTER THE RPT WAS FILED, IMMEDIATE ACTION WAS TAKEN AT ZZZ ON THE IMPROPER FUELING PROCS. THE RPTR SAID ALL COMPANY FUELERS WERE BRIEFED AND THE REQUIRED GROUNDING PROCS WERE REINFORCED WITH ON THE SPOT CORRECTIONS. THE RPTR STATED THAT ADEQUATE STEPS WERE TAKEN BY THE COMPANY TO CORRECT THIS SERIOUS SIT AND IMPROVEMENT WAS NOTED.
