Narrative:
In climb out, we received a pack #1 overheat with pack #1 deferred. We, the flight attendant included, were then unable to reduce the cabin temperature. Shortly after, we could see and smell smoke in the cabin. All appropriate checklists were completed. We declared an emergency and returned to ric. We were, as usual, unable to contact dispatch via our dial access system. Commercial radio was busy, so we were forced to relay information through company operations.
