Narrative:
The aircraft at FL250 was on an uncommon severe WX route and there was no severe WX. He made a sharp right turn into a dtw departure climbing over ape. The aircraft at FL250 has been told on numerous occasions not to file that route unless it is coordinated.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL250 BECAUSE OF UNEXPECTED RTE CHANGE.
Narrative: THE ACFT AT FL250 WAS ON AN UNCOMMON SEVERE WX RTE AND THERE WAS NO SEVERE WX. HE MADE A SHARP R TURN INTO A DTW DEP CLBING OVER APE. THE ACFT AT FL250 HAS BEEN TOLD ON NUMEROUS OCCASIONS NOT TO FILE THAT RTE UNLESS IT IS COORDINATED.
