Narrative:
Parked at gate preparing for deicing. Talking to the deice crew, I asked to have the deicing done with the flaps down. I then asked if he wanted the flaps down now or later in the procedure. He said it was ok to bring them down now. Again, I confirmed to bring them down now. He said 'yeah, bring them down now.' so I said 'ok. Here they come.' I then nodded to the first officer, who was listening and agreed we had permission to lower the flaps and she did. He then said he'd get back to us when he was done. That's the last I heard of it until a mechanic came up about 15 mins later and told us what happened. Flaps evidently came down on a luggage cart.
