Narrative:

I was on an IFR clearance into lzu and the WX was 800 ft overcast, 1 1/2 mi in mist, light rain. I was at the MDA below the ceiling looking for the runway or waiting for the missed approach point. I thought I had the runway in sight and started to descend below MDA. The controller called low altitude. I told him I was below the ceiling and had good visibility VMC. Once I realized I did not have the runway environment in sight, I climbed back to MDA. 10-20 seconds later, I got the runway in sight and landed. The controller thought I was low and still IMC. I was not IMC.

Title: PA42 PLT PERFORMS AN EARLY DSCNT FROM HIS MDA ON A NON PRECISION APCH CREATING AN MSAW ALERT AT LZU, GA.

ONCE I REALIZED I DID NOT HAVE THE RWY ENVIRONMENT IN SIGHT, I CLBED BACK TO MDA. 10-20 SECONDS LATER, I GOT THE RWY IN SIGHT AND LANDED. THE CTLR THOUGHT I WAS LOW AND STILL IMC. I WAS NOT IMC.
