Narrative:
Tower controller cleared me for takeoff behind a large turboprop airplane. The propeller blast and thrust from the caravan would have caused damage/hazard to my airplane. I was holding short of the runway and the controller cleared me to cross behind the caravan who was just beginning takeoff run at full power. I then responded to tower (after tower cleared me to cross behind the plane), 'unable to cross for safety reasons, we'll hold short of the runway.' the tower insisted that I cross immediately, even though the propeller blast from the airplane would have flipped my tube and fabric airplane over. Keep in mind that the place I was holding, I was not blocking any taxiway, I was not on any runway, I was simply declining a taxi instruction using pilot discretion. A good controller would have either: 1) not cleared me across or 2) after I responded 'negative, I'm holding short of runway,' the controller should not be arguing with me on the radio. I feel that the controller working the shift at the time of this incident has created a safety hazard at the airport.
Original NASA ASRS Text
Title: CH7A PLT REFUSES TO ACCEPT RWY XING CLRNC DIRECTLY BEHIND DEPARTING C208 DUE TO PROP BLAST ONLY TO BE CHALLENGED BY LCL CTLR.
Narrative: TWR CTLR CLRED ME FOR TKOF BEHIND A LARGE TURBOPROP AIRPLANE. THE PROP BLAST AND THRUST FROM THE CARAVAN WOULD HAVE CAUSED DAMAGE/HAZARD TO MY AIRPLANE. I WAS HOLDING SHORT OF THE RWY AND THE CTLR CLRED ME TO CROSS BEHIND THE CARAVAN WHO WAS JUST BEGINNING TKOF RUN AT FULL PWR. I THEN RESPONDED TO TWR (AFTER TWR CLRED ME TO CROSS BEHIND THE PLANE), 'UNABLE TO CROSS FOR SAFETY REASONS, WE'LL HOLD SHORT OF THE RWY.' THE TWR INSISTED THAT I CROSS IMMEDIATELY, EVEN THOUGH THE PROP BLAST FROM THE AIRPLANE WOULD HAVE FLIPPED MY TUBE AND FABRIC AIRPLANE OVER. KEEP IN MIND THAT THE PLACE I WAS HOLDING, I WAS NOT BLOCKING ANY TXWY, I WAS NOT ON ANY RWY, I WAS SIMPLY DECLINING A TAXI INSTRUCTION USING PLT DISCRETION. A GOOD CTLR WOULD HAVE EITHER: 1) NOT CLRED ME ACROSS OR 2) AFTER I RESPONDED 'NEGATIVE, I'M HOLDING SHORT OF RWY,' THE CTLR SHOULD NOT BE ARGUING WITH ME ON THE RADIO. I FEEL THAT THE CTLR WORKING THE SHIFT AT THE TIME OF THIS INCIDENT HAS CREATED A SAFETY HAZARD AT THE ARPT.
